Is Peter gone in Fringe season 4?
The Observer is sent to "correct" the timeline by erasing Peter's presence completely but does not go through in the end, while Walter is shocked to see Peter appear again on the reflection of his TV screen at the end of the episode.
After revealing his knowledge of the technology the new breed of shapeshifters are using, he is brought into the Fringe Division under heavy supervision. His presence is emotionally painful to Walter, who reveals that, in this timeline, Peter died when the ice broke after they crossed over from the other universe.
Though the Fringe Division doesn't remember who Peter Bishop is, he still retains his memories of them. "It really is as though he never existed," Lance Reddick says.

Why did Peter get a white tulip at the end of Fringe?
The white tulip is a symbol of forgiveness and hope. Walter longs for a white tulip, which he believes will be a sign from God that He has forgiven Walter for breaking the universe. Walter believes that if He can forgive Walter for his actions, then so too can Peter.
The Child seemed to take notice and turned around in his seat to watch him until he was out of sight. The Child was confirmed to be a Child Observer in 2036 when the Fringe team discovered a pocket universe that Walter designed to keep him safe in. In 2036, Peter Bishop implanted Observer technology into his head.
Peter was born in the Alternate Universe in 1978. In 1985 at the age of 7, Peter had an incurable illness, just like his counterpart Over Here. His father desperately searched for a cure, as did the Walter Bishop from Over Here. The other Peter Bishop died before Walter could discover this cure.
Fringe Season 5 Was A Completely Different Show
Originally devised as mysterious ageless men that would appear during key historical moments, the Observers were eventually revealed as mankind's next evolutionary step, albeit one made via the use of genetic manipulation and advanced technological implants.
In the final season of Fringe, Olivia and Peter's love story reaches its satisfying conclusion. They are finally reunited with their daughter, who had been lost to them for so long. The family is shown to be living in a peaceful and happy future, with Olivia and Peter still together and in love.
After Walter's Plan succeeds, the timeline loops back to 2015, erasing all events that happened in the Alternate Timeline during and after The Invasion.

Why did Fringe end so badly?
Why Was Fringe Cancelled? Falling ratings and an expensive production are to blame for Fringe's end after Season 5. Due to declining viewership by Season 3, the Fox Network moved Fringe to the "Friday Night death slot," which is often attributed to the failure of shows.

Fox decided to air it during the second season. This was explained during its original airing. The Fox promos for that episode explained it as a 'lost 1st season episode'. That's why Charlie's there, and there's no attention drawn to his presence, as he was always around during season 1.
Peter cannot be September because if he was, then when September's device was removed he should've looked like Peter, instead he turns into Donald. The fact that the Observers were created in the year 2167, makes it improbable, as Peter was in all the time-lines stuck in this era.
